Human Rights Defenders Network Sierra Leone and TALKAM Human Rights App, owned and operated by Devatop Centre for Africa Development, have officially signed a transformative partnership agreement—one set to strengthen human rights protection, speed up response to abuses, and amplify the voices of citizens across Sierra Leone and the continent.

This groundbreaking collaboration marks a major milestone in the fight against human trafficking, gender-based violence, child abuse, rape, domestic violence, sextortion, and other human rights violations. It combines the grassroots reach and influence of the Human Rights Defenders Network with the cutting-edge civic technology of the TALKAM App—Africa’s leading digital tool for reporting, documenting, and responding to human rights abuses.

A Partnership Rooted in Innovation, Protection, and Impact

The TALKAM Human Rights App is a global civic tech platform developed by Devatop Centre for Africa Development, a youth-led human rights organization in Nigeria known for its bold initiatives against human trafficking, gender-based violence, and irregular migration.

TALKAM—derived from the Nigerian Pidgin phrase meaning “to speak out”—is more than an app. It is a one-stop solution for human rights, designed to empower citizens, activate institutions, and disrupt cycles of abuse. With multilingual reporting options, advanced case referral features, and secure communication channels, the app bridges the gap between victims, responders, and justice systems.

Through the partnership, the Human Rights Defenders Network becomes an official Case Management Organization, responsible for receiving, responding to, and managing cases referred through the TALKAM App within Sierra Leone. This means faster action, improved coordination, and increased accountability from the moment an abuse is reported.

Why This Partnership Matters Now More Than Ever?

Human rights abuses across Africa often go unreported due to fear, stigma, slow institutional response, and limited access to trusted reporting channels. TALKAM was created to solve exactly these challenges.

Its journey began in February 2017, when Joseph Osuigwe Chidiebere, founder of Devatop, observed the low reportage of human trafficking and the slow responses to reported cases in Nigeria. Driven by the need to empower citizens to monitor and report human rights abuses, he conceptualised TALKAM. However, due to lack of early support, the project was put on hold—until Devatop revived it and transformed it into a powerful continental tool that now reaches Africa and the world.

Today, that idea has evolved into a secure, digital platform where:

  • Citizens everywhere can report abuses in their preferred language
  • A TALKAM Case Administrator reviews submissions
  • Each case is assigned to the most relevant and closest Case Management Organization
  • All actions—from report to resolution—are handled electronically and confidentially

With the Human Rights Defenders Network Sierra Leone now joining this mission, citizens in Sierra Leone gain faster access to protection. At the same time, institutions benefit from streamlined case management and better data for policy and action.
